About IPF.

The Institute of Public Finance is a non-profit think tank that generates research-driven evidence for advocacy and provides technical assistance to state and non-state actors to promote equitable, efficient, and effective public finance underpinned by Transparency, Accountability and Participation. Over the last 10 years, IPF’s work in fiscal decentralization and budget advocacy has been committed to empowering various stakeholders in government and outside government, with the tools and knowledge needed to strengthen fiscal systems, promote participatory decision making in budget processes, and enhance accountability and transparency in public finance.  


The Opportunity. 

The participation of the youth in governance processes is critical to democratic developments in the country since they constitute a potential source of social and economic energy. In Kenya, the youth (individuals aged between 15 and 35 years old), as defined by the Kenyan Constitution 2010, and international standards) represent the largest demographic group. According to the 2019 Population and Housing Census conducted by the Kenya National Bureau of Statistics (KNBS), the total population of youth in Kenya was approximately 35.7 million.  


While university students are organized and can play a valuable role in governance, their participation is relatively low. As a result, the governance and public budget decision-making processes are not as transparent, accountable, effective or as equitable as they could be. This program provides an opportunity to enhance student knowledge and understanding of PFM processes to foster a better alignment between the needs/aspirations of the youth and existing institutions for processing social demands. 


PFM is an interdisciplinary field that brings together participants from different fields, including accounting, economics, sociology, law among others. This opportunity therefore facilitates peer learning and capacity building of an additional number of university students selected from these disciplines, within the institutions where we already have existing PFM Boot campers from the first cohort. In view of this, we are seeking the involvement of a diverse group of university students to participate as trainees in the PFM Boot Camp Program for a period of 9 months.  


We invite interested students who meet the specified criteria to apply for the program whose training will be specifically oriented around imparting skills related to Kenya’s budget process, the analysis of budget documents, and evidence-based advocacy on Public Finance Management. The training modules cover a wide array of topics which include; planning (medium- and long-term planning framework) budgeting at both levels of government (key budget documents, key decisions, key timelines) and public participation opportunities as well as practical policy advocacy skills. 


Eligibility Criteria.  

To be considered an ideal candidate, you must: 

  1. Currently be enrolled as a university student pursuing a degree in economics, Finance, agricultural economics, actuarial science, law, community development, journalism, or any other related course.
  2. Possess excellent communication skills to effectively convey ideas and information. 
  3. Exhibit proficiency in computer literacy. 
  4. Be available and committed to completing the training program.
  5. Have a minimum of two academic years left until the completion of your course.
