What is TaRIFA?

The Training and Research Initiative for Fiscal Affairs (TaRIFA) is a center of excellence in public finance designed to address critical skills gaps in Africa. It bridges the divide between academic knowledge and practical application by equipping professionals with the tools needed to navigate complex fiscal systems

New Climate Finance Course

Later this year between October and November 2026 (actual dates to be communicated) TaRIFA will be offering a Climate Finance Course in Nairobi. The course will cover the following topics:

  • What is climate finance?
  • Climate change basics
  • Understanding global emissions trends
  • Evolution of Kenya’s Nationally Determined Contributions
  • Understanding the UNFCCC & Paris Agreement
  • Discussing the roles of different countries and country groupings
  • Understanding carbon pricing
  • Debt and debt for nature swaps
  • National budgets
  • Subnational budgets
  • Extrabudgetary funds
  • Public goods, externalities and the problem of time: why climate politics are difficult
  • Carbon tax politics
  • The role of the courts in the politics of climate action
  •  Private investment in green energy
  • Case study of clean energy investment from Kenya

TaRIFA targets practitioners and individuals working or interested in the public finance space, particularly those with strong potential but limited access to structured training and practical skill-building opportunities.

TaRIFA delivers structured training, applied learning, and research opportunities that build analytical, managerial, and leadership skills in public finance. Its programs are designed to develop practical, job-ready competencies and strengthen the capacity of professionals to improve fiscal governance across Africa.

The courses will be offered beginning in September, with detailed schedules and enrollment information to be shared in advance to allow participants adequate time to prepare and register.

The course will be open to all English-speaking participants, regardless of location, ensuring broad accessibility to individuals interested in building their skills in public finance.

The programme will be delivered through physical, in-person sessions held in Nairobi. Participants will engage directly with facilitators and peers through structured workshops, interactive discussions, and practical exercises designed to deepen understanding and encourage active participation. The in-person format will also provide opportunities for networking, real-time feedback and collaborative learning in a focused environment.

Our Approach to Learning

We offer customized courses defined by active and practical learning approaches. These courses focus on solving real-world problems, using real data and leverage on experiential peer to peer learning.

We have adopted a hybrid approach, we provide both in-person and virtual learning, offering both the rich interaction of face-to-face sessions and the flexibility of online experience.

Our curriculum will be dynamic to respond to emerging trends and training needs. Inspired by top global learning models, we use technology to make learning better, smarter, and more engaging.
