Introduction
Training and Research Initiative for Fiscal Affairs (TaRIFA) is designed to respond to these skills gap
challenges. TaRIFA offers a comprehensive and accessible center of excellence in public finance, that aims to
develop and equip practitioners with the necessary knowledge and tools to navigate the complexities of
African public finances. Our goal is to bridge the gap between academic learning and real-world practice,
equipping professionals in the region with the analytical, managerial, and leadership capabilities needed to
transform Africa’s fiscal governance.
Contextual Background
Globally, there is a shortage of well-trained professionals in public finance analysis, especially in Africa.
Public finance is a complex field that blends law, economics, policy and social sciences. It is also an applied field:
most people working in this space acquire core skills through job experience, rather than through formal education.
Graduates often lack the practical skills needed to respond to real challenges in public finance. As a result, institutions focusing on public finance often struggle to find qualified candidates with desired industry skills set.
Unfortunately, the market offers few structured learning paths or professional development opportunities to
build skills in public finance analysis.
As a result, even when employers discover that some recruits, despite lacking certain skills, have the potential to develop into strong practitioners, they will not find training programs that can help them to build the skills they need.
