The Challenge
Kenya’s health system remains underfunded, with persistent gaps in transparency and accountability. More than two decades later, attainment of the Abuja Declaration remains elusive, as current health spending accounts for only 9% of the total government spending, against a target of 15%.
As a result, many citizens continue to face financial barriers that prevent them from accessing essential health services. High out-of-pocket costs force families to choose between healthcare and other basic needs, deepening inequality and undermining the promise of Universal Health Coverage (UHC).
While recent health financing laws offer a chance to reshape service delivery by improving financial protection for citizens, their success depends on effective and inclusive implementation.
Our Approach
We work to advance equitable, efficient, and accountable health financing that ensures all Kenyans can access the care they need. Our approach combines policy and budget analysis, citizen engagement and technical assistance (TA).
We support governments in building health systems that are inclusive, resilient, and responsive to public needs, through targeted advisory support. By promoting transparency and optimal resource allocation, we help governments reduce waste, meet health needs, and rebuild public trust in the health system.
Strategic Focus Areas
Policy and Budget Analysis
We conduct in-depth budget analytics to support optimal resource allocation and ensure health funds are used effectively and equitably. Through policy analysis, we monitor the rollout and implementation of health reforms to assess their impact on service delivery at both national and county levels.
Citizen Engagement
We promote public participation in health financing decisions and oversight, empowering communities to hold duty bearers accountable.
Technical Assistance
We provide advisory support to both national and county governments, helping them strengthen their health systems and improve service delivery.
